Sets aka tabs in apps is new feature on which Microsoft is working right now. The feature may be expected to arrive in next feature update, which will be Windows 10 RedStone5 development branch’s final release. We’ve already shared how to manage Sets feature in following article:

Now this article address the situation, when the above mentioned Sets feature is not working. Sets is one of time-saving feature which helps you to open supported apps and web pages in tabs. Sets can be very useful while working with different Microsoft Office apps. You can create a set of the Office apps and work seamlessly with them. But when Sets feature is not working, you need to use conventional methods and create new individual windows to operate those apps.

If you’re pretty sure that Sets is enabled (either via Settings app or Group Policy), but still you can’t utilize this feature, this simple registry fix may help you.

Registry Disclaimer: The further steps will involve registry manipulation. Making mistakes while manipulating registry could affect your system adversely. So be careful while editing registry entries and create a System Restore point first.

1. Press W8K + R and put regedit in Run dialog box to open Registry Editor (if you’re not familiar with Registry Editor, then click here). Click OK.

2. In left pane of Registry Editor window, navigate to following registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\CloudStore\Store\Cache\DefaultAccount

3. Right click DefaultAccount registry key and select New > Key. Name the newly created registry sub-key as $$windows.data.tabshell. Similarly, create Current sub-key to $$windows.data.tabshell registry key. Now in the right pane of Current (HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\CloudStore\Store\Cache\DefaultAccount\$$windows.data.tabshell\Current), right click and select New > Binary Value. Name this newly created value as Data. Double click on it to modify it.

4. Finally, type following in Value data field and click OK.

Close Registry Editor and reboot. After restarting your system, Sets feature should start working, as expected.

    ^^ This is only solution known to me, atm :) Note that Sets feature is still under development and also Microsoft has not provided any updates to it in recent few months. If the feature is publicly available, we can explore other solutions. Thanks for your understanding!
